Water has no boundaries….it disregards, rather than respects lines on a map, jurisdictional boundaries as well as  political lines.
 
Water is a shared resource rather than a source of conflict.  Water management involves planning, coordination,  protection that addresses pollution and ecosystem degradation across borders.  

That is why I am grateful and want to thank the team at  Water Planning Matters for their valiant efforts  to hold the city of Blaine (jurisdictions) responsible for protection and pollution management of our shared water resources across city borders and development boundaries.
